Focus on: The end-to-end principle as the technical foundation of net neutrality; the specific threats: ISPs throttling video streaming services to advantage their own video products, ISPs creating “fast lanes” for content companies that pay extra; the FCC’s 2015 net neutrality rules and their repeal in 2017; the subsequent state-level responses and the ongoing legislative debate; the European Union’s approach to net neutrality under the Open Internet Regulation; what a non-neutral internet would look like in practice for innovation, small businesses, and political speech Key tension: ISPs argue that net neutrality prevents them from investing in network infrastructure by eliminating their ability to charge for premium delivery; net neutrality advocates argue that allowing ISPs to differentiate by content turns them from neutral infrastructure providers into content gatekeepers with structural power over what succeeds on the internet. Angle 3 — The Printing Press and the Internet: What the Comparison Reveals Thesis: The internet is frequently compared to the Gutenberg press as a communication revolution of comparable historical magnitude — and the comparison is more instructive than it first appears, because the parallels and the disanalogies together reveal what is genuinely new about digital communication and what the historical pattern of communication revolutions tells us about what is likely to happen next. Focus on: The parallels: both dramatically reduced the cost of publishing; both broke existing information gatekeepers; both initially appeared as democratizing forces and then produced new concentrations of power (Catholic Church → platform monopolies; Catholic Counter-Reformation → content moderation); both enabled both the Reformation and its suppression (religious wars → culture wars and political polarization). The disanalogies: the internet is interactive and bidirectional where print is one-to-many; the internet is algorithmically mediated where print is editorially mediated; the internet’s speed is qualitatively different from print’s; the internet leaves a persistent, surveillable record of behavior where print leaves only the text. Key tension: If Tim Wu’s Cycle is correct — open technology becomes closed monopoly — then the internet’s trajectory from ARPANET to platform concentration is historically normal. The printing press eventually produced highly concentrated newspaper and publishing industries. But the press also produced the Enlightenment, the Scientific Revolution, and democratic political theory before concentration set in. Is the internet early enough in its development that the positive transformation is still occurring? Or has platform concentration foreclosed the Enlightenment analogue?
