Tim Berners-Lee — Weaving the Web (1999):

“The Web is more a social creation than a technical one. I designed it for a social effect — to help people work together — and not as a technical toy. Vint Cerf & Bob Kahn — “A Protocol for Packet Network Intercommunication” (1974):

“A fundamental principle… is that gateways do not retain information about the individual datagrams… The gateways treat each datagram independently… [This] allows for the highest possible degree of local autonomy in the design and implementation of the individual component networks.”

→ Use this to argue: Cerf and Kahn’s foundational 1974 paper establishing TCP/IP is one of the most consequential technical documents of the twentieth century. The principle quoted — that the network treats each packet independently and has no memory of ongoing connections — is the technical expression of the internet’s decentralized, non-hierarchical architecture. J.C.R. Licklider — “Man-Computer Symbiosis” (1960):

“It seems reasonable to envision, for a time 10 or 15 years hence, a ‘thinking center’ that will incorporate the functions of present-day libraries together with anticipated advances in information storage and retrieval and the symbiotic functions suggested earlier in this paper… The picture readily enlarges itself into a network of such centers, connected to one another by wide-band communication lines.”

The Read content argued that the internet and web are distinct technologies with distinct origins — the internet as open protocol infrastructure (1969–1983), the web as document and linking system (1989–1991) — and that their design philosophy of open standards enabled an explosion of applications while creating conditions for the platform concentration that followed. Six different ways to explore the same territory:


Angle 1 — Surveillance Capitalism: How the Free Web Was Monetized Thesis: The commercial web’s dominant business model — advertising funded by behavioral surveillance — was not a design decision made by the web’s inventors but an emergent consequence of specific choices made in the late 1990s and 2000s by a handful of companies facing the problem of how to monetize free services at scale. Understanding how surveillance capitalism emerged, rather than treating it as inevitable, opens space for imagining alternatives. Focus on: The early web’s uncertain business models; the emergence of keyword advertising (Google AdWords, 2000) and the discovery that behavioral data could dramatically improve ad targeting; Facebook’s 2007 decision to make behavioral targeting available to advertisers; the progressive expansion of data collection across the web through cookies, tracking pixels, and third-party data brokers; Zuboff’s analysis of behavioral surplus and prediction products; the GDPR (2018) and California Consumer Privacy Act as regulatory responses; Berners-Lee’s Solid project as a technical attempt to restore data sovereignty to individuals Key tension: Surveillance capitalism is frequently criticized but rarely replaced because it solved a genuine economic problem: how do you fund services that users won’t pay for? The alternatives — subscription models, public funding, cooperative ownership — each have costs and limitations. Engaging with the economic problem honestly is necessary for the criticism of surveillance capitalism to be more than rhetorical.


Angle 2 — Net Neutrality and the Future of the Open Internet Thesis: Net neutrality — the principle that internet service providers must treat all data packets equally, without throttling, blocking, or charging differently based on content or source — is the policy expression of the internet’s original end-to-end architecture, and the debate over it is the central political contest in contemporary internet governance. Focus on: The end-to-end principle as the technical foundation of net neutrality; the specific threats: ISPs throttling video streaming services to advantage their own video products, ISPs creating “fast lanes” for content companies that pay extra; the FCC’s 2015 net neutrality rules and their repeal in 2017; the subsequent state-level responses and the ongoing legislative debate; the European Union’s approach to net neutrality under the Open Internet Regulation; what a non-neutral internet would look like in practice for innovation, small businesses, and political speech Key tension: ISPs argue that net neutrality prevents them from investing in network infrastructure by eliminating their ability to charge for premium delivery; net neutrality advocates argue that allowing ISPs to differentiate by content turns them from neutral infrastructure providers into content gatekeepers with structural power over what succeeds on the internet. Both arguments are partially right — which is why the policy debate has persisted for two decades without resolution.


Angle 3 — The Printing Press and the Internet: What the Comparison Reveals Thesis: The internet is frequently compared to the Gutenberg press as a communication revolution of comparable historical magnitude — and the comparison is more instructive than it first appears, because the parallels and the disanalogies together reveal what is genuinely new about digital communication and what the historical pattern of communication revolutions tells us about what is likely to happen next. Focus on: The parallels: both dramatically reduced the cost of publishing; both broke existing information gatekeepers; both initially appeared as democratizing forces and then produced new concentrations of power (Catholic Church → platform monopolies; Catholic Counter-Reformation → content moderation); both enabled both the Reformation and its suppression (religious wars → culture wars and political polarization). The disanalogies: the internet is interactive and bidirectional where print is one-to-many; the internet is algorithmically mediated where print is editorially mediated; the internet’s speed is qualitatively different from print’s; the internet leaves a persistent, surveillable record of behavior where print leaves only the text. Key tension: If Tim Wu’s Cycle is correct — open technology becomes closed monopoly — then the internet’s trajectory from ARPANET to platform concentration is historically normal. The printing press eventually produced highly concentrated newspaper and publishing industries. But the press also produced the Enlightenment, the Scientific Revolution, and democratic political theory before concentration set in. Is the internet early enough in its development that the positive transformation is still occurring? Or has platform concentration foreclosed the Enlightenment analogue?


Angle 4 — Data Cooperatives and the Fediverse: Building Post-Surveillance Infrastructure Thesis: Rather than simply criticizing the advertising-funded web, a growing set of concrete technical and institutional experiments — federated social networks, data cooperatives, and non-extractive membership platforms — attempt to demonstrate that networked infrastructure can be funded and governed without behavioral surveillance, and evaluating these experiments on their own terms (adoption, funding sustainability, governance) is more productive than treating the surveillance model as inevitable. Focus on: The Fediverse (Mastodon, ActivityPub-based platforms) as a working alternative to centralized, ad-funded social media; data cooperative and data trust models where users collectively own and govern their aggregated data; public-interest and nonprofit internet infrastructure (Wikipedia, the Internet Archive) as long-running proof that non-surveillance funding models can sustain major infrastructure at scale; the specific governance mechanisms (membership votes, federated moderation, instance-level rules) that replace centralized platform policy; the adoption and funding challenges these alternatives face compared to venture-funded platforms. Key tension: Every non-extractive alternative examined so far trades away something the surveillance model provides — either scale, convenience, content moderation consistency, or reliable long-term funding. Whether these trade-offs are necessary features of any non-surveillance model, or solvable engineering and governance problems, is not yet settled by the available evidence.


Angle 5 — Platform Antitrust: Can Concentrated Market Power Be Legally Reversed? Thesis: The major antitrust actions brought against dominant internet platforms in the 2020s test a question with no clean historical precedent at this scale: once a communications network has tipped into monopoly through network effects rather than illegal conduct alone, can competition law meaningfully restore a competitive market, or does the underlying economics of network effects make concentration effectively permanent regardless of legal intervention? Focus on: The specific antitrust cases brought against major platform companies in the United States and European Union during the 2020s and their differing legal theories (monopolization, self-preferencing, interoperability mandates); the EU’s Digital Markets Act as a regulatory rather than purely litigation-based approach; the economic argument that network effects create “natural” monopoly-like dynamics distinct from traditional anticompetitive conduct; historical comparisons to the breakup of AT&T and Standard Oil and what did or did not transfer to digital platforms; interoperability and data portability mandates as an alternative remedy to structural breakup. Key tension: Structural remedies that worked against single-product monopolies (breaking up a phone company by geography) do not map cleanly onto platforms whose value comes from network effects and interconnected services. A broken-up platform might simply reconsolidate, or a poorly designed breakup might destroy user value without restoring competition — the remedy design problem is genuinely unresolved in both law and economics.


Angle 6 — The Internet’s Non-Western Parallel: China’s Sovereign Network and the Myth of One Global Internet Thesis: The internet is often described as a single global network by design, but China’s development of a technically and administratively distinct national network — built on different governance assumptions about state sovereignty over information flow — represents a parallel tradition of network architecture that predates and now rivals the open, U.S.-originated model in scale, and understanding it on its own terms is more useful than treating it only as a deviation from a Western default. Focus on: The technical architecture of China’s network sovereignty (the Great Firewall’s filtering infrastructure, mandatory ICP licensing, data localization requirements); the domestic platform ecosystem (WeChat, Baidu, Alibaba) that developed in parallel to and largely independent of the Western platform giants; the different governance philosophy — information flow as subject to state sovereignty rather than a presumptively open global commons — and how this philosophy is being exported through infrastructure investment in other countries; the practical experience of the roughly one-fifth of the world’s internet users who have only ever used this parallel network. Key tension: Framing China’s network as a deviant “splinternet” assumes the U.S.-originated open model is the normal baseline from which China departs. An alternative reading treats both as competing sovereign models for organizing a global communications technology, neither of which was inevitable — a reframing with real consequences for how the rest of the world’s internet governance choices are understood.
